Bingo Caller and Bingo Manager Registration Information


§18.2-340.34:1 of the Code of Virginia authorizes Bingo Callers and Bingo Managers who are registered with the Division of Charitable Gaming only (“Division”), and possess a valid Certificate of Registration, to receive payment for their services during a bingo session from the organization(s) for which they manage and/or call. Individuals who wish to receive payment for their services as a Bingo Caller from exempt organizations only (i.e. volunteer fire departments, rescue squads, and/or auxiliary units thereof) are exempt from registration (see below).

Total payment may not exceed $100 a session for Bingo Managers and $100 a session for Bingo Callers. In accordance with the Charitable Gaming Rules and Regulations, section 11 VAC 15-22-60.B, Bingo Managers and Bingo Callers can only be paid by check directly from the organizations charitable gaming account. With the exception of Bingo Callers for exempt organizations (i.e. volunteer fire departments, rescue squads, and/or auxiliary units thereof), organizations are only allowed to pay those individuals who possess a valid Certificate of Registration. Organizations should keep a copy of the Certificate of Registration with their charitable gaming records.

Effective July 1, 2007:

Individuals who wish to be a Bingo Caller for exempt organizations (i.e. volunteer fire departments, rescue squads, and/or auxiliary units thereof) only, and wish to receive payment from those organizations for their services, are no longer required to register with the Division.

  1. Individuals who wish to be a Bingo Caller for non-exempt organizations (i.e. all organizations except volunteer fire departments, rescue squads, and/or auxiliary units thereof), and wish to receive payment from those organizations for their services, are still required to register with the Division, but are no longer required to be a bona fide member of the organization(s).
  2. There are no changes affecting Bingo Managers who wish to receive payment for their services during a bingo session from the organization(s) for which they manage. This means they still must register and still must meet the membership requirements.

Requirements for registering for a Bingo Caller and/or Bingo Manager Certificate of Registration are as follows:

  1. The individual must apply for a Bingo Caller and/or Bingo Manager Certificate of Registration and must pay the non-refundable $75 application fee. (If an individual wishes to be registered as both a Bingo Caller and a Bingo Manager, they must complete an application for each position and must pay a non-refundable $75 application fee for each application, $150 total.)
  2. The individual must successfully pass a criminal history investigation and must be current in all tax obligations to the Commonwealth of Virginia.
  3. The individual must attend and complete a training session provided by the Division. (Note: Changes have been made to the training session process. See more information on training)
  4. Bingo Managers must have been a bona fide member of the organization(s) they wish to receive payment from for at least the 12 consecutive months prior to making application for a Bingo Manager Certificate of Registration. Once the individual applies for their Bingo Manager Certificate of Registration, the president of the organization(s) will be sent a Bona Fide Member Verification Form to complete and submit to the Division. The applicant’s registration can not be completed until the Division is in receipt of the completed Bona Fide Member Verification Form.
  5. Bingo Manager Certificates of Registration must list all organizations from which the individual anticipates payment.
  6. Individuals should have their Certificate of Registration with them while they are calling or managing during a bingo session. They must be able to produce the Certificate of Registration within a reasonable amount of time following a request from any employee of the Division of Charitable Gaming.

Once the Certificate of Registration has been issued by the Division, it will remain valid for a period of one year. Because the payment for Bingo Callers and Bingo Managers is optional, these requirements do not apply to Bingo Callers and Bingo Managers who will continue to serve as volunteers.

COMMUNICATIONS BETWEEN APPLICANTS AND THE DIVISION:

If you provide the Division with an email address when applying for a Certificate of Registration, that will be the method the Division will use to contact you, and the method in which you will receive your Certificate(s) of Registration. Please check your email on a regular basis, including your junk folder and spam folder. If possible, please add to your list of acceptable email addresses all email addresses that end in @DCG.Virginia.gov. If you are not comfortable using email as a reliable method of communication, please do not include an email address in your application(s).
